It looks like the city council is in the process of finding a place for a skatepark in Norfolk, but it sounds like they are having trouble finding a place. Read this article for the latest bit of information.
"Who cares about those kids, let’s just build this in the ghetto to get them out of the way." Kill 2 birds with one stone is what I read into this. I was at a park in San Jose where they did this and the whole time you where skating there were fights and drug dealing (both not related to the skaters) going down the whole time. Not safe at all especially if there is a fence and only one way out. Young teenagers/preteens with lunch money are an easy target for these types of people.
